India Moves Towards Mandatory Menu Declarations for Restaurants

India Plans Stricter Menu Disclosure Norms

India’s dining sector is on the verge of a regulatory shift, as the Food Safety and Standards Authority of India (FSSAI) considers making it mandatory for restaurants to disclose their food category when applying for or renewing a license.

The proposal, discussed at the FSSAI’s Central Advisory Committee (CAC) meeting in Bhubaneshwar, stems from a recommendation by the Uttar Pradesh government. It aims to improve menu transparency and uphold cultural dietary sensitivities that play a critical role in India’s diverse food ecosystem.

Clear Declarations for Food Categories

Under the new framework, restaurants would be required to declare whether they are vegetarian or non-vegetarian establishments. Non-vegetarian outlets may also need to specify if beef or pork is served, while vegetarian businesses must clearly state their status.

The rule would also apply when restaurants change categories. For instance, a purely vegetarian restaurant planning to introduce non-vegetarian dishes would need to apply for a fresh license before doing so.

An FSSAI official explained:

“By stating their food type on license and registration applications, businesses empower customers to make informed choices aligned with personal beliefs.”

A New Era of Transparency in Hospitality

If finalised, state governments and union territories will be tasked with implementing the system. This move signals a significant shift in India’s approach to menu transparency, consumer rights, and hospitality governance.

For India’s restaurant industry, this change may also mean greater accountability — positioning transparency not just as a regulatory obligation, but as an ethical responsibility towards diners.
